A question's below: 'He must have been strikingly handsome once but now he was balding, and great grey bags hung down below his watery eyes.' What're watery eyes? Eyes of indefinite colour, eyes constantly full of tears, something else may be?

No, it means what it says--the eyes are always moist. This is often referred to as "rheumy eyes" and is an indication of age and/or slightly poor health.

When you get old, your eyes get weak, and they also get watery.
