Can I use these interchangeably? The truth isn't always what it might seem to be. The truth may not always be what it seems.

Almost... I think that the first one would more likely be used when talking about a specific situation; e.g. with a friend, about something that has just happened. The second one sounds a bit more general: like you are making a general reflection on the nature of truth. But the difference is fairly small.
