I have a question on these texts in the photos. The second photo is the same, the second page of the entire texts that is shown on picture 1. What I can't get is the underscored and line numbered 44 in the square on the last paragraph. My question is :what is "that" in "That is rarely quite true." ? Another question is : Does the line mean ・that victims of accidents or violence don't die instantly in many cases. OR ・Only those of accidents or violence can die instantly. ? These texts are photo copied from series of questions that were on the entrance exams to a college in past years. I'm not enthusiastically interested in this topic. I just want to read the text as correctly as possible. Thank you.

Phil and Pedro are correct. "That" refers to the victims dying instantly. "Quite" in this case means "completely", So the whole line means, "It is not often completely true that victims of accidents and violence die instantly if their bodies are intact."

"That" in line 44 refers to "victims of accidents and violence die instantly". The line means the first option you gave, namely, that victims of accidents or violence don't die instantly in many cases. I feel sad for Gary Dockery...

"That" refers to the clause immediately before it (that victims of accidents die instantly). The author is saying that it is seldom 100% true that victims die instantly.
