What could this have meant? A guy said "Let's split for Split." ten years ago. Split is a city in Croatia. But he hasn't been to Split. Tomorrow he goes there for the first time. Does it mean "Let's go to Split." (But he didn't go.)?

The word 'split' has a slang meaning which essentially means "depart." So he's actually saying "Let's depart for Split (the city)" Hope that cleared it up for you :)
