Hello everyone! Could anyone help me with the following, please? I'm reading an article about a nuclear facility, and one sentence puzzled me a bit: "In the 2120s, once it has been filled, Onkalo will be sealed and turned over to the state. " What does "turned over to the state" mean here in this context? I looked up the verb "to turn over" and found out one meaning, the closest to the context: "to use or allow something to be used for a different purpose: turn something over to something: Grants are being offered to farmers who agree to turn over their land to parkland. " But now I can really understand what "turn over to" and "the state" mean together. I would really appreciate your help!

It means 'handed over' here. So whoever controls it now will no longer control it. It will belong to (or at least be controlled by) the state.
