Skipping is a verb that has several meanings, none of them involving rope. If you want to say skipping rope, you have to specify ROPE.

'Skip', like most short words in English, has lots of meanings. The most common similar meaning is used to convey moving in a direction with a bounce (the children were skipping down the sidewalk). Without 'rope', that would be the default meaning of 'skip'. And as Eric said, in the US we typically say 'jump' but in that case too you need to specify that you are 'jumping rope' (neither 'jumping', nor 'jumping with a rope')
By the way 'skipping with a rope' sounds awkward to my American ear. Maybe it's British, or maybe there's some other kind of fitness 'skipping' that I don't know about.

The activity can be described as to "jump rope" or to "skip rope". They are more or less interchangeable, but in the US we predominantly say "to jump rope"
Mark does jump rope for cardio. American
Mark skips rope for cardio. British

Well as you see on the video you can do the skipping movement without a rope; this seems to be jumping up and down and moving the arms around as though you were holding a rope.
I suppose the important thing is to get the exercise.
Personally I prefer walking. So does my dog! 😉
