1) Kids using portable media devices around bedtime were more than twice as likely as kids who did not use them to have short sleep times:
2) Kids using portable media devices around bedtime were more than twice as likely to have short sleep times as kids who did not use them

Hello Ryota! The second sentence is correct and the reason it is correct doesn’t have anything to with subject or adjective complements. Rather it’s due to its proper construction when using the “as likely to…as” construction. In the first sentence “to have short sleep time” is in the wrong place and not between the two things being compared. I hope this helps!

While in the first sentence the “to have short sleep times” clause functions as a subject complement, in the second sentence it functions as an adjective complement?
