Hi Angela,
The correct form is:
By how much have the records been reduced?
Using "By how much" specifies that you are asking for the amount or degree of reduction, which is clearer and more precise in this context.

I agree with the others. I would just point out that we usually refer to records as being BROKEN rather than REDUCED, though I don't think REDUCED is necessarily incorrect.
Probably the most natural way to say this:
How much were the records broken by?

Both forms are grammatically correct, but they are used slightly differently depending on the context:
1. "How much have the records been reduced?"
* Use: This is more general and can be used when you're asking for the amount or degree of reduction.
* Example: "How much have the records been reduced since last year?"
* Context: Used when the context of the reduction (what it was reduced by) is already understood or isn't the focus.
2. "By how much have the records been reduced?"
* Use: This is more specific and asks for the exact amount or percentage by which the records have been reduced.
* Example: "By how much have the records been reduced after the implementation of the new policy?"
* Context: Used when you want to emphasize the measure or exact value of reduction.
Summary:
* Use "How much" for a general question about the extent of reduction.
* Use "By how much" when emphasizing the exact amount or specifics of the reduction.
