The short answer is that 'would have been' can only ever refer to the past. So, all of your sentences which have that structure expressing the present or the future are incorrect.

In fact, for 6.b we normally say: if he were really interested in that property, he would have made an offer BY now.

You have to separate them all out.
Group One
Sentence 1 a and one b are grammatically correct and mean that a past action affects the present moment. Sentence 1 c is awkward because adding 'now' to 'have been hungry' creates a time clash.
Group Two
Sentence 2 a is correct because it uses a mixed conditional. A past unreal action changes a present state. Sentence 2 b is incorrect because changing the result clause to the past shifts the whole meaning back in time instead of connecting the past to the present.
Group Three
Sentence 3 a sounds awkward because 'in the future' does not fit well with a past unreal condition. Sentence 3 b is also unnatural. To talk about a future result from a past condition, native speakers usually rephrase the sentence entirely rather than using these structures.
Here is an example of how native speakers naturally express a past action affecting a future situation, since the textbook sentences in group three sound unnatural.
If I had studied architecture in university, I would be designing skyscrapers in the future.
In this example, studying architecture in the past changes a specific future plan or event.
Group Four
The first option is correct because a past mistake affects a future election outcome. The second option changes the election to a past event, which alters the timeline and does not fit the scenario of an upcoming future election.
Group Five
Sentence 5 a is correct and standard. Sentence 4 b is awkward because adding 'at the present moment' to the past clause contradicts the timeline.
Group Six
Sentence 6 a is correct because a past state of interest leads to a past action before now.
Sentence 6 b mixes past conditional with present unreal grammar in a way that native speakers typically avoid for this specific timeline.
