It seems Imperative mood, since this mood is used to give orders, commands, or instructions. Besides, the imperative mood it is formed using the main verb in the imperative form, which is typically the bare infinitive, “be here” in your sentence.

Let me take a guess, someone were late and you were slightly annoyed about that, meanwhile you mentioned the principle they were supposed to respect.
