They are both correct, however, purely for stylistic reasons, I personally would go with the second one. That being said, the phrase "such as" can be separated or put together depending on the verb.
For example, "He described such films as 'stupid'." You can't say, "He described films such as 'stupid'." In the second sentence, it sounds like the film's name is "Stupid". With the verb "describe", you'd need to separate them in order to give the description.
In your sentence, though, you have the verb "propose" which isn't referring to a description, but options.

They are both grammatically correct, but the second sentence is more natural for me.
