Is it possible to say "The ball throws he."?

Hi Mihiru!
That statement is not correct. You could improve it by saying "He throws the ball", or "He threw the ball" if you are talking about a past action.

You could say, "The ball was thrown by him," but normally our English teachers tell us to favor the active over the passive.

Hi Mihiru! Unfortunately, this is not possible. The correct sentence would be "He throws the ball". Unlike German, English almost always follows the subject, verb, object order.
Subject = He
Verb = throws
Object = the ball.
