I see no noticeable difference. Your intonation is more important than which words you choose.

The second one is more versatile. It can have a wider variety of meanings.
#1 means have you considered him in some specific context-- like for a job, for a place on a sports team or as a dating partner. #2 could also mean that or it could be a much more general question: has he been in your thoughts?
