It means "a willing participant". It is an allusion to the story in "Tales of the Investiture of the Gods" 封神演義 where 姜太公 fishes without a curved hook. He was waiting to see if the Duke of Chou is humble enough to come to see him personally in earnesty to be asked to become his prime minister. In the end, the Duke had to go three times to look for him. Then the Duke was made to drag his own chariot with 姜太公 seated on it for 800 steps! This was a test to see how long his future dynasty is to be destined. There is a so-so translation of the story in English.
