Today I arranged my daughter's hair in a bobtail, and she asked me what to call an elastic hair tie in English. I attached a pic of it. So an elastic hair tie is a correct name for it or not?

I didn't find a picture, but it is indeed called an elastic hair tie. If the hair ties is not made of elastic, then just call it a "hair tie."

Good variant: ... she asked me what an elastic hair tie is called in English.

In Minnesota a bobtail is called a "pony tail". The elastic hair tie is called a "scrunchie". I believe Scrunchie is the brand name of the manufacturer. It has become the word we use for all of these kind of hair ties. It is similar to American's using the word Bandaid for adhesive bandages. Bandaid is a brand name.
