I think it would sound better if you say " Because it is heavy rain today, I don´t go out or I don´t go out because it is heavy rain"....your sentence sounds a bit off, because it means that it is raining because you dont go out, because you do not go out, you made it rain somehow :) :) I hope you understand it :)
