it's not mascara because mascara in Arabic written (ماسكارا )  but the word مسكرة maybe means sweet or surgery for dessert dishes or funny and friendly for the friendly person as Egyptians say

or intoxicate, means having too much alcohol( things that make you drunk)
you should avoid drinking  intoxicating substances.: يجب أن تتجنب تناول  المواد المسكرة
