質問がありますが。。。日本語で「に基づいて」と「をもとにして」どう違いますか

「Aに基づいて」は、Aを基礎にして、という意味で、
「Aをもとにして」は、「Aに基づいて」と同じときもあるし、もともとはAだった（が、変化させた）、という意味のこともあります。
