It basically means that someone is over confident of their abilities. They have a big ego.

Cocky means arrogant. John: "I'm just so awesome, I don't know how any girl can resist me" Anne: "cocky much?"
In other words, arrogant much? It means the person has a big ego and is bold, showing it off.
