Cost is the price of something that you can buy. It's hard to explain but you would use this for shopping mainly.
A fee is a price you have to pay as a consequence of something. Like the fee for a parking ticket or a bank fee for over drafting your bank account.
Charge is similar to fee but it's how you use it in a sentence.
"The fee on this ticket is outrageous!"
"What's the charge?" "What are they charging you"
You can use it when referring to credit cards too.
"Charge it" "Did they charge y our credit card?"
I don't know how to explain fare hahaha. It's not a word used often in the USA.
