It means that any local customs or privileges supersede the authority of this general bill of lading. If there are no local customs or privileges, the stipulations from the bill of lading must be followed. It is like saying: Unless there are some specific local customs or privileges, the shipper, etc. agree to be bound by all the stipulations, etc.
