It's possible that Hurley was using the Spanish word "alto" (closely related to the English word "halt") to mean stop.

Brian is right; Hurley means "stop/halt" when he says "alto".

If 'Jin' has a very high pitched voice, it's possible Hurley was referring to that. Otherwise, it must be some kind of reference within the show I don't know of.
