Is there any difference between symbols " ` " and " ' "?
Is there any difference between keyboard symbols " ` " and " ' "? Which one should I use in messages?

It's a standard apostrophe.
The ` is actually a grave accent, and used to mark letters. It's used as a substitute for the apostrophe if the keyboard doesn't have an actual apostrophe. We'll understand what you mean of course, but it's a bit of a giveaway that you don't really know the difference.

Hi,
When you want to give a word special emphasis in writing (make it stand out from the rest of the words,) use the quotation mark on either side of the word. For example: I went to the store "and" then I went to school. The single quotation mark is only used for a quotation within a quotation (or to highlight a word within a quotation.) For instance, "Can I come with you to the store 'and' then go with you to school?" The accent mark wouldn't be used unless it was part of the correct spelling of the word.
