Can "provided (that)" be used without "that"?

My books tell me:
1. "that" is optional.
2. "provided that" = but only if
a. You can borrow my car, provided (that) you fill it up with gas before you return it.

Yes. "Dad, can I play ball over at Bobby's house?" "Yes, provided you've finished your homework."
