does "hug" mean "crash",or "run into?"
The announcer's source was Kilduff’s pool, fifty feet behind Lady Bird. Earlier the correspondents there had been even closer. The pool car, the sixth and final vehicle in the aborted motorcade, had hugged Varsity's rear bumper as they shot up the freeway ramp.

I don't think it means crashed. If I'm driving and I complain about someone hugging my bumper, it means they're following me too closely. Here it that means the pool car was so close to Varsity that their bumpers were touching or nearly touching as they went up the freeway ramp.

It does not mean "crashed". It means to follow closely. Another example is to say that someone "hugged the corners" as they drove. This means they drove very close to the corners of the road. If you hug a person you are very close to them, it doesn't mean you have "crashed" into them.
