Can these sentences be the same? He is second in line to the chairman. He will be the next chairman. If the 2nd one does not mean the same, could you give me an equivalent to the 1st one? Thank you in advance!

They have different meanings. An alternative to the first sentence is 'He is the Vice Chairman'.
