( باران متوقف شد) 
It's correct. you can also say:
بارش باران متوقف شد

1B. He stopped talking.
؟؟؟ it means " او حرف زدن را تمام کرد / او دست از حرف زدن کشید "
you can use both, but the second one " دست از .... کشید " is more natural

2. Don't drop the plates.
(نبگذار که بشقاب ها به افتند)

"نبگذار "is not correct. in negative imperative formation " ب " is omitted, in addition, when " ب " comes before " آ " the form changes to " بی ". ( like " بیا، بیندیش، بیفتد " ) so it's " نگذار که بشقاب ها بیفتند " you can also say " بشقاب ها را ننداز "

3. He decided not to come.
(او تصمیم گرفت که نبیاد)

it's all correct except the verb. it's " نیاید ". this obeys the rule for omitting " ب "

استفاده از فعل " بند آمد" برای باران, رایج و عامیانه است که در لفظ عامیانه به این صورت گفته می شود : بارون بند اومد : baroon band oomad.
