It's wrong. 就 is used wrongly.
除了北京以外，我哪儿都没去过。
除了北京以外，我就没去过哪儿。
Pay attention to 就 and 都 in the above two sentences.

除了。。。。=除。。。。以外=除。。。。之外=except：the same kind of thing
