It depends on which language and if you are living in that particular country or not.  Most experts say 5-7 years to obtain total fluency.  Children 1-3 years.

I find this to be a very strange question. Why? Because it indicates the word "fully." (rant warning)

When you say fully, what do you mean? Can you "fully" speak your first language? My first language is English, and there are things I can't express in English, things I don't understand in English, and words I cannot pronounce in English (such as depth, for example). I have been speaking it for about 17 years (I'm 19, and my first word was when I was 2 years old according to my parents). 
Now this doesn't mean that it takes more than 17 years to learn a language, because I  speak English quite well despite that. I have no problem communicating in English.

How does this apply to a foreign language you ask? I'll answer that: as good as you may be at a language, you can never truly "master" it. This doesn't mean that you can't be good at it, and understand almost everything you hear (like watching a K-drama without subtitles and understanding every word spoken).

How many years does it take to get to this stage? The stage of being good at it. Many have accomplished it in less than one. In less than one year they can apply the language in many social concepts and in a little over a year they can give very technical speeches.

The main thing though is that many opinions clash on this topic, and many opinions can be very discouraging (I mean really, really discouraging), so it's best not to ask it, and continue learning Korean. It is quite fun.

To me different languages are "different" for a reason, I think my learning of Korean is going better than my learning of French would (I'm really bad at French).

And yes, I am very good at ranting :P

A better question is "how many hours does it take to learn a language?" If you study 10 hours a day every day for about three months, you should be pretty fluent. However studying one hour a day will take much longer. Now I'm just going to say maybe about 3,000 hours. It may be more for you since Korean is such a different language from English and Spanish.

Well the thing is my native language is Spanish and then i learned English. Now i am learning Korean and i have gotten a good grasp on it

It depends on the language you are learning and what your native language is. For instance, if you speak Spanish, French will be easier to learn than Japanese and will take less time. If you are English, Korean will be much more difficult to learn than Italian.
