@chin.billy.leung already gave a good answer by comment. 쪼잔하다( = 쩨쩨하다 / 인색하다) : stingy ~하기 까지 : so far as, even (Ex) He is an ugly man, stingy even. (그는 추하고, 쪼잔하기 까지 한 사람이다.)

쪼잔하다 how to explain this one? I guess it is quite opposite of being generous. Tight with what you give, whether you are talking about money or whatever you share with others. I think being parsimonious comes close to what it means in korean. It is mostly used to describe a type of personality. It definitely belongs to informal speech usage. 쪼잔하기까지 - to the point of being stingy.
