No, it isn't. Actually, who was born in Rio (city) is called "carioca" and in São Paulo (state) is "paulista". These are the most common forms to call someone that was born in São Paulo and in Rio, but we also use "fluminense" for those who were born in Rio STATE and "paulistano" for those ones who were born in São Paulo CITY. Each state and city has its own form to call people who were born there. To be honest, I think there's no need for you to worry too much about it, since you're a foreigner and even Brazilians get confused with that. For example, we use "capixaba" for people born in Espírito Santo. As you can see, in some cases, there's no relation between the place and the demonym/gentilic (I mean the words are different). But if you have interest, here's a list of denomyms for Brazilian states: http://www12.senado.gov.br/manualdecomunicacao/redacao-e-estilo/estilo/adjetivos-gentilicos/adjetivos-gentilicos-das-capitais-brasileiras And this one is divided by region and it shows the demonyms for capitals as well: http://everything2.com/title/Demonyms+of+Brazil
