I'm going to have a presentation about apology response strategies, there is an apology response strategies Rejection, and Non-apology "Sorry" is a sub-strategy under rejection for example "Sorry, I can’t forgive you"
I want to ask you can "Sorry, I can’t forgive you" be ranked as Non-apology "Sorry" sub-strategy.

I'm not sure if that's what you wanted, but it's a grammatically correct sentence I could imagine someone using in a real situation.

That's some pretty in depth language that you are learning.  
I am not sure that I understand it from an academic stand point but, from a native speaker's prespective, "Sorry, I can't forgive you" is an outright rejection of someone's apology.
