If you describe someone as imperious, you mean that they have a proud manner and expect to be obeyed.
That is a dictionary's content.
I looked the word imperious up. But I don't understand this.

"expect to be obeyed" in "they have a proud manner and they expect to be obeyed" is odd to me.
Isn't it changed into "expect other people to be obeyed"?

Imperious people expect to be obeyed by others, when they give an order or tell someone else what to do.

It's just passive voice.
They expect to be obeyed (by other people). = Passive voice.
They expect other people to obey them. = Active voice.

Imperious means "arrogant and domineering". Yes, it means that somebody has an attitude of "I must be obeyed."
A good opposite would be "consultative". A consultative attitude is one which is open to discussion and compromise. "He is consultative" means he does not expect to be obeyed; he is open to discussion; he will listen to a range of opinions, including opposing views.

They expect to be obeyed (by other people). They expect other people to do as they say. If you say "expect other people to be obeyed", then it would mean the opposite.
