The meaning of "من قِبل" in this sentence is "by" and this is the translation for the whole sentence: Marital relations are being attacked "by" the new technology. But if it was "من قَبل", then the meaning would be different: Before or previously. Here's an example: I was introduced to my teacher before: لقد تعرفت على معلمي من قَبل. So the meaning depends on the "tashkeel" of the letter "ق". I hope it's clear to you Adam.
