You can use the phrase in formal writing but it is a bit affected. Too many words to convey too little meaning. You can probably find another way to convey more meaning with fewer words. Here are some examples... "Most experts in the field accept that ..." "All available evidence suggests..." "Recent research indicates..."

Sure you can use it in formal writing. It would be used if you are writing and argumentative paper.
