What's the difference between "given" and "provided" used insted of "if"?

Given - as a preposition it means "taking into account"; as a noun it means "a known or established fact or situation".
Provided - this is a conjunction which means "on the condition or understanding that".
If - this is a conjunction which means "on the supposition that; in the event that".
So they are quite different from one another.

So, "given" means that I am handing you something, directly from me to you. Usually, "provided" is something that comes from an authority figure or a business or group, or something that is made available for use (like, left out on the counter for you) rather than directly handed over. It is a subtle difference, and many English speakers do use them interchangeably, so it is hard to explain the difference, but perhaps a few examples:
Let me give you some examples to help.
The teacher provided a number of examples to the class.
I will give her my scissors.
Scissors are already provided by the company.
Who provides the electricity for your house?
... I'm not sure what you mean by "instead of if", so I can't address that part of your question.
