"is of good" vs "is good"
Have those phrases an equal meaning:
1)This dress is of good quality
2)This dress is good quality
3)This dress has good quality
If they are not equal, what is the difference? Which phrases are incorrect?

Sorry I don't agree with you Kenny.
The first problem is that we would not describe a dress as having quality. We would say that a dress is made of a good quality/quality fabric. The fabric of the dress is of a good quality/good quality is ok.
The third sentence for that reason does not make sense.

The first response is not commonly used in today's language, but it was used in more older writing styles. The second answer does not need the word quality, but it changes the meaning. The third one is the best because it makes sense grammatically using correct subject-verb agreement.
