You can say "The colour purple was reserved for the imperial family" but not "destined". You can say, "These beautifully embroidered garments are destined for the imperial palace." In general, one common use of "destined" follows the formula "Goods are destined for a place."

I do think you can say this. BUT it does sound as if you are intending to personify the colour with human characteristics or qualities. If that's what you mean to do, then it is fine to do it in this way.
