Do they mean the same, Can you sing 'and'/'or' dance? Do the following sentences mean the same, Can you sing 'and' dance? Can you sing 'or' dance? Thank you!

No, not exactly. If you're putting on a musical show, and you want your performers to be able to both sing and dance, you'd ask the first question. If you are looking for some people who can dance and some who can sing - but not necessarily have both skills - you'd ask the second question.
