The original sentence is also correct though. 여부 is a noun meaning 'if it is A or not'. 성공 여부 success or failure 수락 여부 acceptance or rejection Therefore, the former is focused on the unsafety and implies that the speaker is nervous about it psychologically, whereas the latter focused on measurement of the product within the criteria of safety.

Both are correct, but the latter one is somewhat more serious., thus probably not very appropriate when talking about toys unless you are seriously concerned about the safety.
