Is "power off" a verb or adj/adv? I heard a sentence on phone “The subscriber you dialed is power off.” Could you explain the “power off"?Is it a verb or adj/adv?Thanks!The subscribe you dialed is(power)off?

You likely misheard the phrase over the phone. The voiceover probably said "The subscriber you dialed is powerED off." Adding -ed to a verb often makes it an adjective, and this is no exception. If you're interested in learning more about this, I have time available for tutoring.

"The subscriber you dialed is powered off" does not sound native-like. In English, we say the number you dialed has been disconnected or is no longer in service. to power off (verb) = to deenergize = to remove power to = to turn off

They probably said "powered off". You can also use "power off" as a verb but it is a little bit informal.
