Der Unterschied ist ein bisschen kompliziert.
"anzeigen" refers to a "Status" or a figure. The object is supposed to give you a particular information. For example:
Ein Thermometer zeigt die Temperatur an.
Eine Uhr zeigt die Uhrzeit an.
Der Monitor zeigt den Wasserstand an.
A good translation would be "indicate".
"zeigen" does not refer to a particular information. You may use use it with the examples above when you just refer to the visual effect, the look, which might be odd as you can't see time or temperature. Here's an example that does not work with "anzeigen":
Das Foto zeigt eine Frau.
Das Bild zeigt eine Landschaft.
Der Monitor zeigt den Wasserstand. (This would probably work if it was just about the looks like in a photo/video of a landscape.)

Worin legt, besteht der Unterschied zwischen...
In Ihren Sätzen gibt es keinen Unterschied.
If we compare these sentences with the English translation then the translation will be approximately the following.
Das Schaubild zeigt die drei Zustände des Wassers. - The picture shows the three states of the water.
Das Schaubild zeigt die drei Zustände des Wassers an. - The picture points to the three states of the water.
Aber es gibt einen Unterschied in anderen Fällen.
