Now it's in March in 2017, I would like to express past February in 2017. As you know, that is last month.
Could you please tell me that how to say the same meaning of *this year in February*?
A) Last February
B) This February
C) others?

No. This means 'February of last year' - in other words, Feb 2016.
B. This February.
Yes.
C. Perhaps 'February of this year'.

To improve the grammar of your sentence, "Now it's in March in 2017", you should say, "Now that it's March 2017". There are many other ways to say this too
