"Ух, ты!" = Will be surprised
"Эх, ты!" = Disappointment ( When something or someone has disappointed you, you can breathe air into your chest and say Эх,ты! After the word "Эх", you can pause a few seconds and then say "ты".
"Oops" = "ой" For example - Accidentally poured coffee and say "Ой"

"Ух, ты!"- It's amazement like "Wow" for example: "Ух, ты, какой красивый дом!" (Wow this is beautiful house!)
"Эх, ты!"- It's when you want to accuse someone of something for example "Я ждала тебя весь вечер, а ты не пришел, эх ты!" (I've been waiting for you to come this evening but you didn't!)

Hi! I also think it's a way to express exclamation like for example when you're tired (in a negative, frustrated way). I saw it used in a movie. There were two guys in a boat, rowing all afternoon, so by the time they got to shore, they were really tired and one of them that was REALLY tired said: "ух ты".

You don't need commas there... Generally Ух ты is used when you're amazed, excited or express some positive emotions.. Эх ты is used when you are disappointed with sb/sth
