Either word can be used as both a noun and a verb, but they have different meanings. Effect had to do with results or getting results, while affect has to do with emotions (noun), influencing, or faking. They are both pronounced the same, so native speakers confuse them a lot. I'd recommend you consult a dictionary for more details.

Borhan is right. Example: Does alcohol affect (verb) you greatly? What effect (noun) does alcohol have on the body? The weather affects (verb) my mood. What effect (noun) does weather have on your mood? In the link you provided: The rain affected the creature (DID something to the creature; a verb.). The effect of the rain was to make the creature wet (WHAT the rain did; the effect; a noun).

Oversimplified definitions:
affect (v.): how one thing will change another thing
effect (n.): a change that occurs
Since affect is a verb, it should appear after a subject. Since effect is a noun, it should, appear after a determiner (such as the word "the").
