Look. It (begin) ____ to rain. Tom is lucky. He (wear) ____ a raincoat.
My answer is: Look. It begins to rain.& He wears a raincoat.
But the Answer Key is:Look. It is beginning to rain.& He is wearing a raincoat.
Am I right? Does the Answer Key have any problem? I really feel strange.

The answer key does not have a problem
I hope someone else replies as well! I'll try my best though. The word and the tense you use is dependent on the context of the sentences around it. "begins" & "wears" are definitely answers that can be correct. Just not in this particular sentence. For example.
1. It begins to Rain. Lucy puts on her favourite dress. She walks out and wonders why raincoats are even necessary!? The rain falls on her skin. It feels good.
2. It is a rainy day. Tom is lucky. He wears a raincoat and it protects him from the weather
In your particular example.
The reason the answer is "is beginning." and "is wearing" is because of (Look) and (Tom is lucky). Those phases set the stage for the tense you have to use.
(Look) . It ____ to rain. (Tom is lucky). He ____ a raincoat.

No, the answer is correct.
I guess from some of your other questions, you are having a few issues with the present simple and continuous. The present simple is for things that happen habitually/usually/generally. The Present Continuous is for things that are happening right now.
