Is the sentence "He said to me that it was cold" gramatically correct?

Someone told me I can't use "SAY TO SMB THAT", but the guy on the video (https://www.youtube.com/watch?v=gqA0eEFz7H0 at 1:40) says that's correct.
I know the truth is out there but would you be so kind to tell me what do you think?

"He said to me that it was cold"  - I don't see anything wrong with that. I think it is fine.

it sounds better to say "he told me it was cold"  
but i think you can also say "he said to me it was cold"
