If I am someone’s friend or partner, I am obliged to bargain as hard on my own behalf as they are on theirs.

What is means is you have an obligation to work for them as hard as you would work for yourself. I protect my partner (my wife) with as much desire as I would protect myself.

The context is not fully clear. The idea seems to be, more or less, that both people in a relationship should take equal responsibility for negotiating for what they want.
