Why "were difficult" is not correct here?
The diffrence between the living conditions in the country side and in towns......
a)have been eliminated b)have eliminated c)has been eliminated d)has eliminated
Why "the living conditions" is not a subject so that the "a" is not correct
A reorganization of the brain cells..... during adolescence.
a)occurs b)occur c)occuring d)are occurring
Why "are occuring" is not true? What is the subject?

And in the final question, "occurs" relates to "reorganisation"
....sorry for so many replies to one question.
Another example would be:
The display of clothing and accessories WAS tidy.

:-) There are many 'rules' for subject / verb agreement but the important thing is to identify the subject. This can be hard to do if there are lots of words in between your subject and the verb.
In all of the example sentences, the subject is a noun, and it comes before other nouns, so you need to identify whether it is singular or plural and then you can choose the appropriate verb form.
Have another look at your sentence and the clauses, looking for the same pattern: Subject before the commas :-)

In the 2nd sentence, the difference HAS been eliminated...again because it's singular

Was / were relates to "communication" not the cities, so "was" is correct :-)
