Both
"a bouquet of flowers"
and
"two bouquets of flowers"
are correct.
If it's clear that you're talking about flowers, you can just say 'a bouquet'.
('bouquet' does have another meaning in a different context. It can mean the smell of something, especially wine).

the only one that sounds right to me is 'a bouquet of flowers'. I don't think you have to put 'of flowers' as bouquets as far as I know are always made of flowers. you can also use the term 'flower bouquet'.
It is most commonly used in the collocation 'wedding bouquet'. You would never sever a wedding bouquet of flowers, it's sounds very awkward.
